Description:

The Construction Activity Stormwater Manager (CASM) certification course is a comprehensive professional certification program designed to equip individuals with the knowledge and skills necessary to perform stormwater inspections and management for construction activities in compliance with EPA’s 2022 National Pollutant Discharge Elimination System (NPDES) Construction General Permit (CGP).


This course covers the essential principles and practical applications of stormwater management on construction sites, including:

  • Pollution Prevention Practices: Best practices for minimizing pollutant discharges during construction activities.

  • Inspection Procedures: Detailed instruction on performing construction site inspections, identifying non-compliance, documenting findings, and using industry-standard inspection forms and logs.
  • BMP (Best Management Practices) Identification: Extensive review of common BMPs used in construction stormwater control and monitoring.

The CASM course includes practice resources such as inspection logs, sample SWPPP references, and supplemental guidance to support ongoing professional development and compliance.

This course is not specific to any State permit or federal requirement, but it does offer all the components of what it takes to be a professional stormwater inspector for construction activity anywhere in the US.

Permit Language or Requirements

Under Part 6.3 of the EPA’s 2022 Construction General Permit, individuals must be a “qualified person” to conduct stormwater inspections. To qualify, they must either:


  • Complete the EPA’s official construction inspection training course or
  • Hold a current and valid construction inspection certification or license from a non-EPA training program that at minimum covers:


  • Principles and practices of erosion control and pollution prevention at construction sites,
  • Proper installation and maintenance of erosion and sediment controls and pollution prevention practices,
  • Performance of site inspections consistent with permit requirements, including accurate documentation and reporting.


The CASM training provided by CWT Training Academy has been reviewed by EPA and listed among existing non-EPA training programs that “appear to address the minimum topics listed in Part 6.3.b of the CGP.” This means learners who complete CASM and obtain certification can use this credential to satisfy the CGP training requirement as a qualified inspector.


Note: While EPA lists these programs as meeting the minimum topic requirements, it does not endorse specific courses or vendors. EPA’s inclusion indicates that the course content sufficiently aligns with the topics required under the CGP, but individual permit compliance always depends on correctly applying training knowledge in inspection activities.
